Based on the order of the Ministry of Light Industry no. 349 / 13.12.1952, the “Central Laboratory of Analysis and Experimentation of the Ministry of Light Industry” is established, in order to control the quality of textile raw materials, semi-finished products and finished products of import and domestic production for export, for official regulation of current relations and dispute between the producer and the beneficiary.
In 1969 the laboratory was registered at OSIM with the service mark LACECA, registration maintained even today.
In 1973, as a result of the development and diversification of the laboratory’s activity, it was transferred to the research network by Decree no. 162/1973, under the name of “Research Center for Raw Materials, Auxiliaries and Wastewater for Light Industry”.
The laboratory operated without legal personality from its establishment until 1989, being legally represented by the Grivița Textile Factory until 1973 and by the Wool Industry Plant from 1973 to 1989, inclusive.
In 1990 CCMPAAR was reorganized under the name of “Research Center for Quality and Environmental Protection” by HGR no. 184/1990, unit with legal personality.
In 1991, the “Research Center for Quality and Environmental Protection” became a state-owned company, named S.C. LACECA S.A. – Research Center for Textile Product Quality and Environmental Protection.
In 1999 S.C. LACECA S.A. becomes a trading company with fully private capital, having a majority shareholder on SC Dorobanțul SA Ploiești.
The majority shareholding was owned by S.C. Dorobanțul Ploiești until 2019, when S.C. LACECA S.A. was taken over by S.C. GCONF S.R.L.
The year 2021 is the one in which there is great progress at the company level on most lines of activity. The most relevant of these are the relocation of the company and the work points to a new headquarters, much more generous in terms of space and conditions, significant investments in staff and equipment, the expansion of the field by setting up the LACECA CERT Certification Body and by setting up a new department. within the LACECA Laboratory – Drinking Water Analysis Department.
In 2023, the Department of Toxicology is established as a natural consequence of the development and outstanding performance of the laboratory. In 2024, it receives authorization from the Ministry of Health to provide services regarding the determination of professional noxes in work environments, in accordance with the legislation in force.
